    Partnership between BWS of Belize and CCWD of the United States aimed to help BWS develop safe and efficient practices and provide higher quality drinking water services for their customers.

  • Two-phase WOP lasting over 13 years between Moroccan and French operators

    Employing over 7 600 people in its water department and with 624 treatment centres, the Office National de l’Electricité et de l’Eau Potable (ONEE) provides water to over 13 million people and sanitation services to over 3 million.

    This WOP evolved in two phases, with direct financing by the partners involved. The main activities of the first phase entailed four or five yearly site visits by Moroccan delegations to SIAAP’s operational sites. Experts from the Paris-based operator also travelled to Morocco on several occasions.

    After six years of cooperation, the partners decided to restructure their action around more targeted thematic objectives. Flexible governance of the partnership allowed for informal reorientation from as early as 2008, leading to a new formal agreement being signed in 2009.

    Avec près de 7 600 employés pour sa division Eau et 624 centres opérationnels, l’Office National de l’Electricité et de l’Eau Potable (ONEE) fournit l'eau potable à plus de 13 millions d'habitants et une couverture en assainissement à plus de 3 millions de personnes.

    Ce WOP a évolué en deux phases distinctes, avec un financement direct des partenaires impliqués. Les activités principales de la première période se résument à quatre ou cinq visites par an de délégations marocaines d'une quinzaine de personnes dans les sites d’exploitation du Siaap. Des visites d'experts parisiens au Maroc furent également organisées.

    À la suite des six premières années de coopération, les partenaires ont senti le besoin de restructurer leur action autour d'objectifs thématiques plus ciblés. La flexibilité de la gouvernance a permis une réorientation informelle et spontanée dès 2008 avec une interaction directe entre pairs des laboratoires du Siaap et de l’Onee autour du contrôle de la qualité de l'eau. La signature de la deuxième convention de partenariat a eu lieu en 2009.

  • WOP Case Study: Water Supply and Sewerage Authority of Ulaanbaatar & Vitens Evides International

    imgbatch1 103Case study of Water Operators' Partnership (WOP) between Vitens-Evides International (Netherlands) and Water Supply and Sewerage Authority of Ulaanbaatar City (Mongolia) facilitated by Netherlands Ministry of Netherlands Ministry of Foreign Affairs through the Directorate‑General for International Cooperation (DGIS) to improve USUG’s operations and help it develop into an autonomous and financially sustainable water utility using Capacity building, exchange visits, help with master plans, Geographical Information Systems (GIS), wastewater management, water quality monitoring etc.


    wop africaBenchmarking visits between the Office National de l'Eau et de l'Assainissement (ONEA) of Burkina Faso and the Société Tchadienne des Eaux (STE) of Chad have enabled the water operators to compare their systems and services and share information on issues of human resources, production and network maintenance as well as customer management. These exchanges led to the creation of a long-term “twinning” partnership between these two utilities to sustain learning.

    wop latamThe lack of experience and knowledge of Asociación Hondureña de Prestadores del Servicio de Agua Potable y Saneamiento (AHPSAS), in economic, financial and operational fields, and given the long experience of its partner Asociación Nacional de Empresas de Agua y Saneamiento de México (ANEAS) with willingness to cooperate, led them to organize, with the support of WOP-LAC, a partnership to meet and extrapolate ANEAS way of functioning to its Honduran partner. Hence, the capacity development, improving the management and strengthen knowledge of companies providing water service in Honduras, considering efficiency and accuracy goals, are the main goals.

    wop africaThe WOP between the Service de l’eau et de l’assainissement de la Communauté d’agglomération, Amiens Métropole of France and the Serviço Autónomo de Água e Saneamento de Santa Catarina (SAAS-SC) of Cape Verde was initiated in November 2012. The partnership is co-funded by AFD and the Agence de l'Eau Artois-Picardie and is supported by the Association Cap-Vert Amiens (ACVA). This WOP includes different technical areas of collaboration including the management of water supply networks and wastewater treatment plants.


    wop latamThe WOP between Belize Water Services Ltd. (BWS) of Belize and Contra Costa Water District (CCWD) of the United States was established in order to promote a safety culture at BWS and improve worker safety, develop a water treatment operator certification program, expand the use of the SCADA System, broaden the water quality monitoring program and enhance the educational outreach program.

    Key results include:

    • Human Resource development: 119 employees (more than half of total staff), from managers to foremen, have taken 215 water operators certification training courses from the Sacramento State University, with a 93% completion rate. Topics addressed are operations, maintenance and management of water and wastewater treatment, distribution and collection systems;
    • Safety and Security: a Safety Committee has been created following the model of CCWD and the recipient operator set aside a budget of US$ 350,000 to purchase Personal Protective Equipment. The number of accidents and incidents, and related cost, has been substantially reduced. The safety culture of the company changed radically with the adoption of systematic and standardized safety procedures;
    • Engineering: A SCADA (Supervisory Control And Data Acquisition) system has been developed, installed and implemented in all major water systems of Belize. It has resulted in more accurate, efficient and centralized control and monitoring of water production and distribution. It also contributes to reduce travel time, enhance productivity and decrease response time in case of problems
    • Finance: a new rate-setting methodology based on inflationary adjustment to tariffs was introduced, turning into more acceptable and accountable tariffs increases for customers and regulator. Electronic payment options for customers have been developed and used, which enable a better monitoring and accountability of revenue streams

  • WOP: DWSS NEPAL & Maynilad Water Services Inc.

    wop asiaFor outstanding achievement based on outcomes and impacts, the WaterLinks Award was given to the WOP between Nepal’s Department of Water Supply and Sewerage (DWSS) – specifically its Central Human Resource Development Unit (CHRDU) and the Lekhnath Small Town Water Supply and Users Committee (LSTWSSUC) – as recipient, and Maynilad Water Services through the Maynilad Water Academy, as mentor. The WOP resulted in the establishment of the National Water Supply and Sanitation Training Center equipped with a water laboratory and a meter test bench. Further, 10 district metered areas were established and a NRW management program was institutionalized.
